Internal Complaints Committee (ICC)

At Dhamma Dipa International Buddhist University (DDIBU), we are firmly committed to providing a safe, inclusive, and respectful environment for all members of the university community. In accordance with the University Grants Commission (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in Higher Educational Institutions) Regulations, 2015, DDIBU has constituted a dedicated Internal Complaint Committee (ICC).

Objective of ICC

The ICC aims to prevent and address incidents of sexual harassment and promote gender equality and dignity on campus. It acts as a grievance redressal mechanism and works toward building awareness and a zero-tolerance culture against sexual misconduct.

Scope and Jurisdiction
The ICC handles complaints from:
  • Female students (UG, PG, Ph.D.)
  • Women faculty and non-teaching staff
  • Visitors and contractual employees

The committee addresses complaints arising within the university campus, including hostels, labs, libraries, classrooms, and field visits related to academic activities.

Functions of the ICC
  • Receive, investigate, and redress complaints of sexual harassment
  • Provide a fair, confidential, and unbiased inquiry process
  • Recommend appropriate action based on findings
  • Conduct gender sensitization workshops, awareness campaigns, and training
  • Maintain records and submit reports as per UGC regulations
What Constitutes Sexual Harassment?
As per UGC and POSH (Prevention of Sexual Harassment) Act, sexual harassment includes:
  • - Unwelcome physical contact or advances
  • - Demand or request for sexual favors
  • - Making sexually colored remarks
  • - Showing pornography
  • - Any other unwelcome physical, verbal or non-verbal conduct of sexual nature
Filing a Complaint

Any aggrieved woman can file a written complaint (physical or digital) within 3 months of the incident.

The ICC shall resolve the matter within 90 days through a structured and sensitive process. Confidentiality of both the complainant and the respondent is strictly maintained.
